What usually goes wrong
Scanner output is often out of order to begin with
Double-sided feeders produce all fronts then all backs. Fix that first, before any other rearranging.
Printed page numbers do not follow
Move page 7 to the front and it still has "7" printed on it. Re-number afterwards if it matters.
Reordering does not change the file size
It is the same pages in a different sequence. Compress separately if you need it smaller.
